School Special Education and Clinical ABA in Essex County: Two Separate Systems
If your child is diagnosed with autism in Essex County you will work with two different systems that do not automatically talk to each other. Clinical Applied Behavior Analysis (ABA) therapy is a medical service prescribed by a doctor and paid for by health insurance. School special education is an educational service provided by your municipality’s public school district under the Individuals with Disabilities Education Act (IDEA). Understanding how they differ and how to use both is essential for getting the full support your child needs.
How ABA Therapy Works in Essex County
ABA therapy is delivered by licensed or certified providers in your home, in a clinic, or in community settings. In Essex County every municipality has an ABA provider within about seven miles, and in-home teams travel across town lines. Because the county is dense (about 6,750 people per square mile) and dominated by Newark, which holds roughly 36% of the population, the way families pay for ABA varies widely. In Newark and other urban areas such as East Orange and Irvington, many families rely on NJ FamilyCare (Medicaid). Requesting a Special Education Evaluation in Writing
If you suspect your child needs special education services, you must make a formal written request to your local school district. Your child’s school district is determined by your municipality. For example, if you live in Belleville you request from Belleville Public School District; in Bloomfield from Bloomfield Township School District; in Cedar Grove from Cedar Grove Township School District; and so on. Even small municipalities like Essex Fells (population 2,138) have their own district. Address your written request to the Director of Special Education or the Child Study Team. Include your child’s full name, date of birth, your contact information, and a clear statement that you are requesting a comprehensive evaluation for autism and related disabilities. Keep a copy for your records. The district must respond within 20 calendar days to either agree to evaluate or explain why they will not. If they agree, the evaluation must be completed within 90 days.
What to Ask for at an IEP Meeting
Once the evaluation is done, the school will schedule an IEP meeting. You are a full member of the team. Here are specific things to ask about in Essex County:
- Request an independent educational evaluation (IEE) at public expense if you disagree with the district’s evaluation. You have the right to ask for this.

Do I need a diagnosis before I request a school evaluation?
No. You can request a special education evaluation even if your child has not yet received a formal autism diagnosis. The school district must consider your request and evaluate if they suspect a disability. However, a clinical diagnosis from a doctor is required for ABA therapy through insurance. If you already have a diagnosis, include it in your written request. If you do not, the school’s evaluation may identify autism as a condition.
Will the school district pay for my child’s ABA therapy?
Generally, no. School districts in Essex County are responsible for educational services, not medical therapy. ABA therapy is considered a medical treatment and is covered by health insurance, not by the school.
