Getting ABA therapy for your toddler in Essex County

If your child is under three years old and you suspect they may have autism, you can start the process for applied behavior analysis (ABA) therapy now. In New Jersey, the system for children under three is separate from the one for older children. This guide walks you through the concrete steps for Essex County families.

Step 1: Contact the New Jersey Early Intervention System

For any child under age three, the entry point is the New Jersey Early Intervention System (NJEIS). You do not need a formal diagnosis to request an evaluation. Call your local regional early intervention office for Essex County. (You can find the number by searching “NJ Early Intervention Essex County” or asking your pediatrician.) Tell them you are concerned about your child’s development and want an evaluation. This evaluation is free and will determine if your child qualifies for services, including ABA.

If your child is already diagnosed with autism, still call NJEIS. The system coordinates evaluations and services regardless of a prior diagnosis.

Step 2: Get an evaluation and an IFSP

If the evaluation shows your child has a developmental delay or a condition like autism that is likely to lead to a delay, your family will work with a service coordinator to create an Individualized Family Service Plan (IFSP). This plan lists the specific services your child will receive, including ABA therapy if it is deemed medically necessary. You have a say in what goes into the IFSP. Ask explicitly about ABA.

ABA therapy under the IFSP is typically provided by contracted providers. The state does not directly employ therapists; it contracts with agencies. Many of those agencies are the same ABA providers registered in Essex County.

Step 3: Find an ABA provider in Essex County

Essex County has 79 ABA providers registered on the federal NPPES registry. That is a public database of healthcare providers. Nineteen of the county’s 22 municipalities have at least one provider located in the town itself, and every town has a provider within seven miles. The towns with the most providers are Newark (10), Bloomfield (7), Livingston (7), East Orange (6), Maplewood (5), and West Orange (5).

To find a provider, you can search the NPPES registry online using “Applied Behavior Analyst” and your town or zip code. Or ask your service coordinator for a list of agencies that accept Early Intervention contracts. Many of these providers offer in-home or center based ABA.

Step 4: Check what your insurance covers

If you have private insurance, call your plan and ask: “Does my policy cover ABA therapy for a child under three? Is there a deductible or copay? Do I need a prior authorization?” If you have NJ FamilyCare (New Jersey’s Medicaid and CHIP program), ABA therapy is a covered service when medically necessary. NJ FamilyCare members are enrolled in one of four managed care plans: Horizon NJ Health, Wellpoint, Aetna Better Health of NJ, or UnitedHealthcare Community Plan. Call your specific plan to confirm coverage for ABA under age three.

Early Intervention services themselves are provided at no cost to families, but if your child also receives ABA through your insurance (outside the IFSP), you may have costs depending on your plan. Talk to your service coordinator about how to coordinate both systems.

Step 5: Prepare for the transition at age three

When your child turns three, the responsibility shifts from NJEIS to the Children’s System of Care, accessed through PerformCare. PerformCare is the single entry point for children ages 3 through 21. At that point, your child may also become eligible for special education services through your local school district. Essex County school districts include Belleville, Bloomfield, Cedar Grove, East Orange, Essex Fells, Glen Ridge, Irvington, Livingston, South Orange-Maplewood, and Millburn. Each district has a child study team that can evaluate your child for an Individualized Education Program (IEP), which may include ABA as a related service.

Your service coordinator from Early Intervention will help you with this transition. Start the process about six months before your child’s third birthday. If your child is already receiving ABA through Early Intervention, the goal is to have services continue without a gap.

A few things to keep in mind

Every child’s situation is different. Coverage for ABA varies by insurance plan, and not all providers accept every plan. When you contact a provider, ask: “Do you accept NJ FamilyCare? Do you accept my private insurance? Are you an Early Intervention contractor?” Some providers may have a waitlist, but there is no published countywide wait time. With 79 providers across Essex County, you have many options.
